加拿大中国商会团体联盟(简称:中商联)是由在加拿大的中国30个省级(含直辖市、经济特区)华人商会共同发起成立的加国最大的华商团体联盟组织,旨在为加拿大华人企业家提供更多更广泛的商机和交流平台。
Open letter to Canada's new prime minister
—— The initiative on promoting the healthy development of China-Canada trade relations
Dear Prime Minister Mark Carney,
First of all, I would like to express my heartfelt congratulations on the swearing-in of the Prime Minister of Canada and the establishment of the new government cabinet! As a group alliance of Canadian Chinese Chamber of Commerce on behalf of 31 provincial Chinese business organizations and 20,000 entrepreneurs, we have always been committed to promoting China-Canada economic and trade cooperation. On the occasion of profound changes in the global economic landscape, we would like to present four core proposals to your new government:
1. Strategic choice under the pressure of dual trade pressures
At present, Canada is also facing trade frictions with the first and second largest trading partners: the unilateral addition of steel and aluminum tariffs by the US has caused a hundred billion Canadian dollars of losses to the domestic industry, while the Canadian tariff countermeasures against Chinese electric vehicles and other products directly lead to the interruption of lithium battery supply chain and the obstruction of agricultural exports. This "two-front trade war" has left Canadian companies under unsustainable pressure on the market.
2. The mutually beneficial nature of China-Canada economy and trade
Data in recent years show that bilateral trade between China and Canada has exceeded C $150 billion. China has been Canada's second largest trading partner for 14 consecutive years and has created more than 250,000 jobs in Canada in agricultural products, clean technologies and minerals. Especially in the field of green energy transition, the complementarity of Canada's lithium mineral resources and China's battery technology is creating hundreds of billions of Canadian dollars in annual newvalue for both countries. Against the backdrop of a 7% decline in trade between Canada and the US due to tariff wars, China's imports from Canada increased by 9% in 2024, becoming a key force in stabilizing Canada's economy. At the moment, upgrading trade barriers will miss the strategic opportunity of the reconstruction of the global new energy industry chain. At the same time, there is a risk of supply chain fracture. China is a global supplier of 70% of raw materials for power cells and 50% of photovoltaic modules. Decoupling from China will directly impact Canada's "carbon neutral" target plan in ten years.
3. The urgency of the differentiation strategy
We suggest that the government adopt a "east-west" strategy: A. Hedging risks: Strengthen the linkage with the Asia-Pacific market through the CPTPP framework, and hedge the fluctuations of the US and European markets with the Chinese market as the fulcrum. B. Eastern optimization: On the basis of adhering to WTO rules, we will take the lead in establishing a "mutual recognition agreement (MRA) for green products" with China to transform trade frictions into standard synergistic advantages. C. People's livelihood first: It is suggested to establish a trade adjustment fund for small and medium-sized enterprises to provide a 6-12-month tariff buffer period for enterprises in the (agriculture / science and technology) sector affected by the tariffs.
4.Our appeal
A. To immediately suspend unilateral tariff measures against China, especially retaliatory tariffs on green industries such as electric vehicles, and return to the multilateral framework of the WTO to resolve differences. B. Restart negotiations on a China-Canada free trade agreement, drawing on the Regional Comprehensive Economic Partnership (RCEP) model, and give priority to reaching interim agreements in areas such as agriculture, energy and climate change. C. Establish a China-Canada emergency dialogue mechanism for trade disputes to avoid the escalation of local frictions into systemic confrontation. We believe that with our rich experience in leading several key economic sectors andthat our Chamber of Commerce is willing to help build a platform for government-enterprise dialogue and business to jointly plan a trade roadmap that serves the fundamental interests of Canada and our home countries. We hope that under the leadership of our Minister, China-Canada relations will return to the track of practical cooperation and provide a "Pacific solution" for global economic governance. 尊敬的马克·卡尼总理阁下:
首先对您今日就任加拿大总理及新政府内阁的成立表示衷心的 祝贺! 作为代表加拿大 31 家中国省级华商组织、两万名企业家的加拿 大中国商会团体联盟,我们始终致力于推动中加经贸合作。值此全球 经济格局深刻变革之际,我们谨以建设性态度向您领导的新政府提出 四点核心建议:
1、双重贸易压力下的战略抉择
当前加拿大同时面临与第一、第二大贸易伙伴的贸易摩擦:美国 单边加征钢铝关税已造成国内产业千亿加元损失,而加方对中国电动 汽车等产品发起的关税反制措施,直接导致锂电供应链中断、农产品 出口受阻等。这种"双线贸易战"使加拿大企业承受着不可持续的市场 压力。
2、中加经贸的互利本质
近年数据显示,中加双边贸易额突破 1500 亿加元,中国连续 14 年稳居加第二大贸易伙伴,在农产品、清洁技术、矿产等领域为加拿 大创造逾 25 万个就业岗位。尤其在绿色能源转型领域,加拿大锂矿 资源与中国电池技术的互补性,正为两国创造每年数百亿加元新增价 值。在加美贸易额因关税战缩水 7%的背景下,2024 年中国自加拿大 的进口额逆势增长 9%,成为稳定加国经济的关键力量。此刻升级贸易壁垒,将错失全球新能源产业链重构的战略机遇。同时存在供应链 断裂风险,中国是全球 70%动力电池原材料和 50%光伏组件供应国, 对华脱钩将直接冲击加拿大十年后的“碳中和”目标计划。
3、差异化战略的迫切性
我们建议政府采取"东西双向"策略: A.西向破局:通过 CPTPP 框架加强与亚太市场联动,以中国市 场为支点对冲美欧市场波动。 B.东向优化:在坚守 WTO 规则基础上,率先与中国建立"绿色产 品互认机制",将贸易摩擦转化为标准协同优势。 C.民生优先:建议设立中加中小企业贸易过渡基金,对受关税影响的(农业/科技)领域企业提供 6-12 个月关税缓冲期。
4、我们的呼吁
A.立即暂停对华单边关税措施,尤其是针对电动汽车等绿色产业 的惩罚性关税,重回 WTO 多边框架解决分歧。 B.重启中加自贸协定谈判,借鉴《区域全面经济伙伴关系协定》 (RCEP)模式,优先在农业、能源、气候变化等领域达成早期收获 协议。 C.设立中加贸易争端应急对话机制,避免局部摩擦升级为系统性 对抗。 我们相信总理阁下在过往多个重要经济部门领导丰富的工作经 验,能够理解我们的倡议,我们商会联盟愿意协助搭建政企对话平台, 共同策划符合加拿大与我们的祖籍国双方根本利益的贸易路线图。期 待在总理阁下领导下,中加关系能回归务实合作轨道,为全球经济治 理提供"太平洋解决方案"。 此致 敬礼!

Dear Prime Minister Mark Carney,
First of all, I would like to express my heartfelt congratulations on the swearing-in of the Prime Minister of Canada and the establishment of the new government cabinet!
